There are many nuances that cannot be summed up in this paragraph.  Questions need to be asked and answered and employees need to read for themselves both the Agency imposed pay rules and the NATCA proposal (below) along with both proposed sets of pay bands and the new training stages.  To generalize the terms of the proposals we offer the following:

 

In our proposal we lowered the bottom of our June 2006 AT Pay Plan bands by 3% and made the top of the bands 30% above the new minimum instead of the 40% they are today.  That put 3518 people above our proposed bands.  We maintained the January 12, 1999 Position Classification Standard, the current Pay Rules (with the exception of OSI as described below) and we terminated SCIs (up to .8%) for 5 years.  

Under the Agency imposed pay rules they lowered the June 2006 pay bands by over 30%.  14,722 people are above their imposed pay bands and most will never see another base pay increase.  Under the Agency's imposed pay rules training stages are changed for ARTCCs with what used to qualify you for your Developmental 3 training stage increase changed to only qualifying you for Developmental 1 (two d sides and two radar positions).  Under their proposal all the new hires take a pay cut of 30%.  They claim, under their proposal, they own the Standard, can change it, make "Area ATC levels" based on the Appendix A breakpoints, change the break points etc etc.  They maintained an average  .6% SCI to be paid out to individuals based on who they think deserves it.  This SCI is paid in lump sum to those above the pay bands (all except 370 people) under their proposal.

Cost of living increases (OSI)

Year 1- Under our proposal no Cost of Living increase (OSI) is paid in year 1.  All other rules such as Developmental progression increases in accordance with our current training stages (including ARTCCs), ATC level changes and employee transfers to a higher level are still paid.  

Under the Agency imposed pay rules all employees above band (14,722) may be eligible for an OSI, with the amount, if any, determined by the Administrator, paid as a lump sum, on a date determined by the administrator.  Under their proposal all the new hires take a pay cut of over 30%.

Year 2 and 3- Under our proposal we would have received the Cost of Living Increase (Agency OSI or Presidential whichever is greater) regardless of position in band paid as a lump sum (cash award) on the first full pay period in January and not added to base pay and benefits.  

Under the Agency imposed pay rules employees may be eligible for an OSI, with the amount, if any, determined by the Administrator, paid as a lump sum for those 14,000 plus still above band in year 2 and the 13,000 plus still above band in year 3, on a date determined by the administrator.  Under their proposal all the new hires take a pay cut of 30%.

Year 4 and 5- Under our proposal our provisions of Article 108 apply.  Pay bands again begin to move with the OSI.  We estimate at this point 594 people will be above band and get half the OSI in base and half in lump sum.  

Under the Agency imposed pay rules employees may be eligible for an OSI, with the amount, if any, determined by the Administrator, paid as a lump sum for those 12,000 plus still above band in year 4 and the 11,000 plus still above band in year 5, on a date determined by the administrator.     Under our proposal we would get "the entire Agency OSI" (not a special number made up just for us) or the Presidential whichever is higher.  Under their proposal everyone is still above band.  Under their proposal all the new hires take a pay cut of 30%.
