Here is where you can see the different pay bands (GS, Agency Imposed, AT Pay Plan (ours) and how they all fit together.

These comparisons are provided to help you understand and be able to speak to your legislative contacts about the unfairness of the Agency imposed pay rules as they were implemented on September 3, 2006.  

 

Below is the Agency imposed pay bands.  You might notice they have Developmental 3 pay bands for ATC 4/5  but in their imposed training stages they don't have any criteria for those stages.  Conversely, they do not have pay bands for Developmental 1 but they do have training stages.  This will begin to paint the picture of the level of thought and "good faith" that went into the Agency's proposals. 

Read on: (keep in mind the codes below D, E, F etc are from the our current AT Pay Plan and NOT core comp bands.  For example a KH is an ATC 11 CPC today)

Next we will show where the band minimums and maximums they selected came from; and how they are treating you worse than they treated the rest of the FAA:

Above, you can see the Core Compensation Pay Bands (that the rest of the FAA is under) and compare them to the Agency imposed pay bands above.  You can see they used the Core Compensation "G Band" and put ATC 4 and 5 facilities in the bottom part of the G Band (37,200 minimum) and used the top part of the G band (57,600 maximum) for the ATC 6 facilities.

Then they took the Core Compensation "H Band" and put ATC 7 facilities in the bottom part of the H Band (45,300 minimum) and used the top part of the H band (70,200 maximum) for the ATC 8 facilities.

Continuing down their pre-determined path they then took the Core Compensation "I Band" and put ATC 9 facilities in the bottom part of the I Band (55,200 minimum) and used the top part of the I band (85,600 maximum) for the ATC 10 facilities.

This of course led them to them taking the Core Compensation "J Band" and them putting the ATC 11 facilities in the bottom part of the J Band (67,400 minimum) and using the top part of the J band (104,500 maximum) for the ATC 12 facilities.

So you can see they never had any intention of "negotiating in good faith" they were simply checking the box to lead us into their Core Compensation System.

This is worse than any other Bargaining Unit that has been converted to Core Comp because as you can see above under normal Core Compensation pay bands the pay bands are 55% wide.  When they split multiple ATC levels across one single Core Comp pay band they made the bands narrower (as narrow as 28.72%).  Since new hires will progress through the Core Comp pay bands with the full OSI/SCI they will hit the cap of the "narrowed" Agency Imposed pay bands in less than 8 years of certification, and then, even the new hires will be capped.

Not only are these Agency Imposed pay bands worse than they imposed on the rest of the FAA;  as you can see below these pay bands are designed to pay less for the same GS graded Federal Employee.  The Agency Imposed pay bands are BELOW our previous GS pay rates.
